Under the new policy, married Chinese couples will be allowed not one, but two children.<\/p>\n<p style=\"padding-left: 30px;\">\u201cThe regime is backing away from draconian birth limits,\u201d says Steven Mosher, President of the Population Research Institute, \u201cnot because senior Party officials have suddenly developed a conscience. Rather, it will be because they have finally realized that a shrinking workforce and a rapidly aging population are crippling future economic growth.\u201d<\/p>\n<p style=\"padding-left: 30px;\">For at least the past two years, China\u2019s workforce has been shrinking. Last year, the potential workforce fell by<a href=\"https:\/\/bbox.blackbaudhosting.com\/webforms\/service\/page.redir?target=http%3a%2f%2fwww.bloomberg.com%2fnews%2farticles%2f2015-01-20%2fchina-s-one-child-policy-backfire-deepens-as-labor-pool-shrinks&amp;srcid=603240&amp;srctid=1&amp;erid=35899704&amp;trid=8791195b-a97f-4c4d-a41a-895daf20e877\" target=\"_blank\">&#0160;<\/a><a href=\"https:\/\/bbox.blackbaudhosting.com\/webforms\/service\/page.redir?target=http%3a%2f%2fwww.bloomberg.com%2fnews%2farticles%2f2015-01-20%2fchina-s-one-child-policy-backfire-deepens-as-labor-pool-shrinks&amp;srcid=603240&amp;srctid=1&amp;erid=35899704&amp;trid=8791195b-a97f-4c4d-a41a-895daf20e877\" target=\"_blank\">3.71 million<\/a>, a significant number even by China\u2019s standards. At the same time, the over-sixty population is exploding. According to U.N. projections, it is expected to more than double by 2050. China is gro wing old before it grows rich, and the strains on China\u2019s nascent pension programs will be enormous.<\/p>\n<p style=\"padding-left: 30px;\">Mosher says, \u201cBeijing now realizes that it must stop restricting childbirth and start encouraging it as soon as possible. Yet it can\u2019t simply abandon the policy altogether and admit it made a mistake. That would call the regime\u2019s legitimacy into question.\u201d<\/p>\n<p style=\"padding-left: 30px;\">The<a href=\"https:\/\/bbox.blackbaudhosting.com\/webforms\/service\/page.redir?target=http%3a%2f%2fwww.bloomberg.com%2fnews%2farticles%2f2015-08-20%2fxi-said-to-put-population-over-growth-in-china-s-economic-plan-idkp0hyy&amp;srcid=603240&amp;srctid=1&amp;erid=35899704&amp;trid=8791195b-a97f-4c4d-a41a-895daf20e877\" target=\"_blank\">&#0160;<\/a><a href=\"https:\/\/bbox.blackbaudhosting.com\/webforms\/service\/page.redir?target=http%3a%2f%2fwww.bloomberg.com%2fnews%2farticles%2f2015-08-20%2fxi-said-to-put-population-over-growth-in-china-s-economic-plan-idkp0hyy&amp;srcid=603240&amp;srctid=1&amp;erid=35899704&amp;trid=8791195b-a97f-4c4d-a41a-895daf20e877\" target=\"_blank\">parallels<\/a>&#0160;between China\u2019s current demographic and economic malaise and Japan\u2019s demographic and economic decline in the 1990s is striking. The Japanese economy has never really recovered from its \u201cdemographic recession.\u201d China may not recover either.<\/p>\n<p style=\"padding-left: 30px;\">The One Child Policy has caused fertility rates to plummet over the past three and half decades. Sex-selective abortion has reached epidemic proportions in many parts of the country. The strong preference for sons in Chinese culture, especially in rural areas, has resulted in the deaths of millions of unborn baby girls.<\/p>\n<p style=\"padding-left: 30px;\">The overall loss of human life in China is staggering. China\u2019s own Ministry of Health<a href=\"https:\/\/bbox.blackbaudhosting.com\/webforms\/service\/page.redir?target=http%3a%2f%2fwww.telegraph.co.uk%2fnews%2fworldnews%2fasia%2fchina%2f9933468%2f336-million-abortions-under-Chinas-one-child-policy.html&amp;srcid=603240&amp;srctid=1&amp;erid=35899704&amp;trid=8791195b-a97f-4c4d-a41a-895daf20e877\" target=\"_blank\">&#0160;<\/a><a href=\"https:\/\/bbox.blackbaudhosting.com\/webforms\/service\/page.redir?target=http%3a%2f%2fwww.telegraph.co.uk%2fnews%2fworldnews%2fasia%2fchina%2f9933468%2f336-million-abortions-under-Chinas-one-child-policy.html&amp;srcid=603240&amp;srctid=1&amp;erid=35899704&amp;trid=8791195b-a97f-4c4d-a41a-895daf20e877\" target=\"_blank\">estimated<\/a>&#0160;in 2013 that 336 million babies had been aborted as a result of the onerous population control program. With an estimated 13 million abortions taking place in China every year\u2014almost 1,500 lives per hour\u2014the number is likely significantly higher today.<\/p>\n<p style=\"padding-left: 30px;\">Chinese President Xi Jinping first sought to loosen the policy in 2013. It was announced that couples where both the husband and the wife were themselves only children would be allowed to have a second child following the birth of their first. The response was underwhelming as few couples applied for a second birth \u201cpermit.&quot;<\/p>\n<p style=\"padding-left: 30px;\">Mosher says, \u201cNow couples <em>are allowed<\/em> to have a second child. But don\u2019t expect it to stop there. A government bent on controlling the fertility of its people will do whatever necessary to produce the number of children it thinks necessary.\u201d<\/p>\n<p style=\"padding-left: 30px;\">After all, the One Child Policy is only one phase of the larger Planned Birth campaign. This is Beijing\u2019s ongoing campaign to control the reproduction of the Chinese people under a state plan in the same way that it controls the number of tanks, or the number of coal-fired power plants, that it builds each year.<\/p>\n<p style=\"padding-left: 30px;\">This means that, if the Chinese people refuse to conceive and bear the number of children that the state demands, childbearing will become mandatory. Women will be forcibly inseminated, regular pelvic examinations will be instituted to monitor their pregnancies, and abortions will be forbidden.<\/p>\n<p style=\"padding-left: 30px;\">Unless and until the Communist regime abandons its Planned Birth policy, and allows couples to freely choose the number and spacing of their children, abuses will continue.<\/p>\n<p style=\"padding-left: 30px;\">And since when has a one-party dictatorship ever voluntarily relinquished even a portion of the power that it wields over its people?<\/p>\n<\/div>\n<p style=\"padding-left: 30px;\">&#0160;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>It&#39;s two children!
